1、Special envoy Kofi Annan has briefed the UN Security council on the latest situation in Syria.CRIs Zhang Shuangfeng has the details.Speaking to reporters following his Security Council briefing, Kofi Annan admits his recent trips to Syria and other stakeholder countries have yet to bare fruit.We hav
2、e so far not succeeded in ending the violence and moving forward and its still the fact today. And I was urging all governments to work together to press the parties and to support the one mediation effort.Annan says the Security Council is now discussing the next steps to try to end the violence.In
3、 the meantime, he says the UN-led mission in Syria is still working to try to get his original ceasefire plan in place.Within that framework, the discussion we had was to take action at those locations where one has such horrific violence that you cant get in humanitarian assistance, people who are
4、trapped couldnt get out and work out ceasefire arrangements at these localities with possibly the help of UNSMIS.Annan says both Iran and Iraq are throwing support behind the peace plan.Meanwhile, other countries, including the UK and the US, say they want Chapter 7 included in any new plan, and are
5、 drafting a resolution accordingly.Chapter 7 of the Charter gives the Security Council the right to employ economic and diplomatic sanctions, and gives the Council the ability to call on other countries to implement them.The UKs Ambassador to the UN is Mark Lyall Grant.We shall be circulating around

Chapter 7 is not very efficient on many occasions. On many o
8、ccasions, not a very efficient instrument. If theres no political will on behalf of all participants to this large process, then no actions, especially one-sided actions aimed at Syrian government would be helpful in reality.Meanwhile, Syrian government officials say they support Annans plan, but say its success depends on international commitment.Annans peace plan, submitted in March and accepted by the Assad administration, calls for an immediate cease-fire and the withdrawal of heavy weapons from populated areas by the Syrian government.For CRI, Im Zhang Shuangfeng.
