2、h will see an increase in fixed assets investment by 16 percent this year.Only 1 percent of that investment increase, which amounts to 36 trillion yuan, will come from government budget.The rest, therefore, is going to have to be covered by local governments and the private sector.And according to b

3、usiness leaders at a private sector roundtable discussion at this years Boao forum, if the private sector cannot raise 20 trillion yuan worth of investment this year, its going to be difficult for China to reach its 7 percent GDP target for 2012.So, industries that were once dominated by state-owned

4、 companies are now accepting private investments.Bao Yujun is the Chairman of Chinas Private Enterprises Association.People used to think that private enterprises were unable to enter the railway and shipping industries. But I can tell you now that private companies have entered those industries in

5、the past. For instance, Guanghui group from Xinjiang province has begun the construction process for a 6-hundred kilometer long stretch of railway intended for transporting coal.Besides investment in infrastructure industries, Bao Yujun hopes that other industries including the finance, energy, tele

6、communications, and education sectors can also open up to private investment.Bao says that government policies will make such investment possible this year, due to the fact that China is facing the dual pressure of a continued decrease in external demand and a lack of increase in domestic demand.So,

7、 once the market opens, the question then becomes: Are there enough high quality private enterprises to undertake the task of adding value to those industries?Some 25 business leaders attending the roundtable discussions believe that in order to grow, private enterprises should first focus their ope

8、rations on one specific area. But as their value increases, it is better for them to invest in other areas so as to improve their overall competitiveness.Shen Nanpeng, the CEO of Sequoia Capital, explains this approach.I want to take the business model of Google as an example. Google has a so called

9、 7-2-1 investment strategy. 70 percent of their investment is still in their core area of search engines, and another 20 percent of their money would go to other related technology areas. Google put the last 10 percent of money in other remotely related high tech industries. Shen says Googles operat
