2、the story.In recent years, with working and living conditions in Chinas inland provinces improving, hundreds of thousands of migrant workers are abandoning their city jobs and taking positions closer to home, creating constant labor shortages in Chinas coastal cities.Therefore, the problem has becom

3、e a major headache for many labor-intensive factories in eastern Zhejiang Province.We are a toy factory, and we are affected by the business climate a great deal. We had difficulties hiring people during the global financial crisis. Last year, the situation was better, but this year, it is hard agai

4、n.It is hard to hire skilled workers. We give new employees training, but after that, they quit and work somewhere else with a higher salary. It is a problem.According to a white paper jointly released by Fudan University and Adfaith management consulting firm, one third of manufacturing workers lef

5、t their companies last year despite a 13 percent pay rise on average. The turnover rate tops eleven industries in China.Liu Jing, who conducted the research with Adfaith, explains why rising wages will not keep migrant workers at their jobs.In the past, migrant workers salary was too low, and it is

6、still not much despite sharp increases compared to their urban peers. Every company can raise their salary, so this will not help migrant workers to be loyal. Plus, working in cities is no longer the only choice for the people from rural areas. They can do online business and still make good money.

7、Liu Jing adds labor shortages have now spread to less-developed central and western regions, and it could get worse in the future due to the shrinking workforce nationwide.The salary payment in the manufacturing industry has already amounted to 16 percent of their business revenue, just behind the h

8、igh-tech industry and higher than all the other industries such as energy, construction, real estate, transportation and commerce.Sociologist Peng Xizhe at Fudan University says both companies and government should play their role to tackle the long-term problem.Companies should create a better work

9、ing environment and development plan for migrant workers, and government should help manufacturers to invent new technologies and mechanisms, as well as upgrade their production mode. Government should also offer tax relief and fee reductions to benefit companies.Labor shortages are becoming more alarming in China. Even though coastal manufacturers had fewer orders in the first quarter this year, 90 percent reported struggles in finding enough workers. On average, they came up 14 percent short on staff, compared to the 11 percent last year.For CRI, this is Li Jing.
